The writing group for The 2018 Report on the Policy of the European Union and Its Member States towards China was jointly organized by the Shanghai Institute for European Studies and the Center for Chinese-European Relations of the School of International Studies of the Fudan University. This 2018 report was the second one of the series of reports. It not only describes the European Union’s policy towards China in the year 2018, but also covers the China policy of member states, such as Germany, France, UK, Austria, Nordic countries, southern European countries, central and eastern European countries, and west Balkan countries, focused on the trends, characteristics, and meanings of these policies in 2018 that could be differentiated from those of the previous year. The authors of this report pointed out that the China policy of the European Union in 2018 still contained an outstanding characteristic of double-face, with the EU-China economic cooperation and its soft strategic containment towards China being intensified simultaneously. It could be concluded that the Europe is still an important partner of China for all-directional cooperation in future, but the China-Europe bilateral relations will be face with serious challenges rising from the profound changes of global situations.
